Amends Section 29-15-9, Mississippi Code of 1972, to authorize the Mississippi Department of Marine Resources to carry over $2,000,000 in spending authority from the Public Trust Tidelands Fund annually into the next fiscal year.

The $2,000,000 carryover is designated to cover prior unexpended fiscal years project expenses related to tidelands management, conservation, reclamation, preservation, and acquisition projects.

Maintains existing provisions allowing the Department of Marine Resources to make progress payments for tidelands projects based on verified work completion and to use funds as match or leverage for federal or other available funds.

Takes effect July 1, 2019.
