Exempts location data of artificial reefs created by corporations and private individuals from the Public Records Act for five (5) years after reef creation, provided they are within approved Department of Marine Resources Fish Haven Sites.

Grants the Mississippi Commission on Marine Resources authority to establish regulatory programs for commercial fisheries, including issuing permits and endorsements and approving and tagging gear types.

Limits fees for permit and endorsement program requirements to a maximum of $10.00 per item.

Maintains existing commission authority over marine resource regulation, seafood sanitation, fishing seasons, and artificial reef construction and maintenance.

Takes effect July 1, 2019.
