Amends Section 27-104-13 of the Mississippi Code to clarify that budget revision and funding reduction statutes applicable to the Mississippi Department of Transportation also apply to the Office of State Aid Road Construction.

Authorizes the State Fiscal Officer to disapprove or reduce budget estimates for the Office of State Aid Road Construction by up to 5% if funds are unavailable or expenditures are not authorized by law.

Requires uniform percentage reductions across all agencies, including the Office of State Aid Road Construction, if initial 5% reductions are insufficient to address revenue shortfalls.

Applies revenue shortfall reduction procedures to the Office of State Aid Road Construction when general fund revenues fall below 98% of the adopted estimate at the end of October or any subsequent month in a fiscal year.

Takes effect upon passage.
