Authorizes issuance of state general obligation bonds up to $10,000,000 to assist Hinds County, Mississippi with construction, furnishing, and equipping of a mental and behavioral health court/collaborative and/or mental health facility.

Creates a special fund designated "2019 Hinds County Mental and Behavioral Health Court/Collaborative and/or Mental Health Facility Construction Fund" within the State Treasury to receive bond proceeds and disburse funds for the project.

Bonds may be issued at one time or over multiple periods but no bonds shall be issued after July 1, 2023, with maturity dates not to exceed 25 years from issuance.

Establishes the State Bond Commission as the issuing agent with authority to prescribe bond form, determine sale method, advertise for bids, and manage issuance and sale of bonds.

Pledges the full faith and credit of the State of Mississippi to repay bonds; bonds are exempt from state taxation and qualify as legal investments for trustees, fiduciaries, and financial institutions.
