Authorizes issuance of up to $3,400,000 in state general obligation bonds to fund construction, development, upgrades and improvements at LeFleur's Bluff State Park in Jackson, Mississippi.

Bond proceeds will fund enhancements to entrances and areas related to the Mississippi Children's Museum and the Mississippi Museum of Natural Science, including roadways, infrastructure, facilities and structures.

Creates a special "2019 LeFleur's Bluff State Park Improvements Fund" within the State Treasury to receive and disburse bond proceeds for authorized projects.

Bonds must be issued by July 1, 2023, with a maximum maturity of 25 years and interest rates not exceeding limits set in Mississippi Code Section 75-17-101.

State Bond Commission acts as issuing agent and has full authority to prescribe bond forms, determine sale methods, advertise for bids, and execute the sale; all bonds are backed by the full faith and credit of the State of Mississippi.
