Authorizes the State Bond Commission to issue up to $1,900,000 in general obligation bonds for repair, renovation, expansion, and improvements to the Mississippi Museum of Natural Science in Jackson.

Creates a special fund called the "2019 Mississippi Museum of Natural Science Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Bonds may mature up to 25 years from issuance and must be issued by July 1, 2023; any remaining funds after project completion shall be applied to debt service on the bonds.

Bonds are backed by the full faith and credit of the State of Mississippi and are exempt from state taxation.

Department of Finance and Administration is authorized to receive and expend local or other source funds in connection with the project.
