Authorizes issuance of up to $4,500,000 in state general obligation bonds to assist Marshall County Board of Supervisors in building a full-time emergency response center serving the Chickasaw Trail Industrial Park area.

Creates a special "2019 Marshall County Emergency Response Center Fund" within the State Treasury to receive bond proceeds and disburse funds for the emergency response center, which will include ambulance service, a fire station, and a sheriff's department substation.

Establishes that the State Bond Commission may issue the bonds at any time, with bonds maturing no later than 25 years from issuance and no bonds issued after July 1, 2023.

Pledges the full faith and credit of the State of Mississippi to guarantee payment of bond principal and interest, with the State Treasurer obligated to cover any deficiency from general state funds.

Exempts issued bonds and their income from all Mississippi state taxation and authorizes them as legal investments for trustees, fiduciaries, banks, and insurance companies in the state.
