Amends the Walnut Grove Correctional Authority's enabling law to authorize housing of offenders classified to any custody level, rather than restricting it to minimum or medium security offenders only.

Changes language from "are classified as minimum or medium security offenders" to "have been classified to any custody level" in contracts for offender housing and care.

Removes the previous prohibition against contracting for maximum security offenders and eliminates the restriction that management contracts cannot authorize housing of maximum security offenders.

Maintains requirements that offenders must have no escape histories, be sentenced for felonies or misdemeanors, and comply with American Correctional Association Standards for incarceration.

Retains all other provisions governing the Authority's operations, including compliance officer placement, use of force standards, indemnification requirements, and liability protections.
