Appropriates $301,942,944.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for support, maintenance, and repairs at eight state universities for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Appropriates $940,631,780.00 from federal, student fees, and other special source funds for education and general operations at the same eight universities.

Allocates $7,633,000.00 for Ayers Settlement implementation programs at Alcorn State, Jackson State, and Mississippi Valley State Universities, including $6,733,000.00 for Ayers-related programs and $900,000.00 in interest.

Provides specific funding allocations for capital projects ($14,500,000.00), pay raises not exceeding 2% ($1,951,762.00), and targeted initiatives including E-Learning centers, aviation programs, music institutes, and STEM programs across the eight universities.

Establishes performance measures for instruction and research outcomes, requires auxiliary enterprises to be self-supporting, prohibits use of funds for research involving human embryo destruction, and takes effect July 1, 2019.
