Appropriates $33,709,767.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for support of designated institutes, laboratories, and programs for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Appropriates $44,617,731.00 from federal, student fees, and other special source funds for the same institutes and programs.

Distributes funds among 16 entities including the Center for Advanced Vehicular Systems, Gulf Coast Research Laboratory, Research Institute of Pharmaceutical Sciences, Mississippi State Chemical Laboratory, and others, with allocations ranging from $142,782 to $21,528,601.

Designates $830,742.00 from Education Enhancement Funds for the Center for Advanced Vehicular Systems, Center for Manufacturing Excellence, Gulf Coast Research Laboratory, and the Executive Office of the Board of Trustees.

Includes provisions requiring the Mississippi State Chemical Laboratory to withhold services if charges are over 90 days delinquent, prohibiting use of funds for human embryo research, and requiring annual reporting on institutions with deficit spending.
