Appropriates $41,721,546.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for financial aid scholarship, loan, and grant programs for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes an additional $1,336,000.00 from federal funds, grants, donations, and other special source funds for the same financial aid programs and the Mississippi Office of Student Financial Aid.

Prohibits funding for eight specific loan and grant programs (Assistant Teacher Forgivable Loan, Southeast Asia POW/MIA Grant, Public Management Graduate Internship, State Medical Education Loan, State Dental Education Loan, Graduate and Professional Degree Forgivable Loan, Health Care Professions Forgivable Loan, and Family Protection Specialist Social Worker Forgivable Loan) for students applying after July 1, 2019.

Allocates not more than $70,000 for the Speech-Language Pathologists Loan Forgiveness Program, $1,500,000 for the Teacher Education Scholars Program, and $550,000 for the William F. Winter Teacher Forgivable Loan Program.

Requires annual reporting to the Legislature detailing recipient numbers, award amounts, repayment status for loan programs, and prohibits institutions from issuing transcripts to students with outstanding loan repayments.
