Appropriates $161,389,453 from the State General Fund and authorizes $1,552,346,081 from patient fees and special source funds for University of Mississippi Medical Center operations for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Requires the Medical Center to maintain the School of Medicine, School of Dentistry, School of Nursing, School of Health Related Professions, School of Population Health, Teaching Hospital, and Medical Center Service Area, with expenditure accounting provided to the Legislature.

Allocates specific funds for programs including $1,800,000 for Rural Physicians' Scholarship Program, $315,000 for Rural Dentists' Scholarship Program, $4,250,000 for Cancer Institute, $1,425,000 for Office of Mississippi Physician Workforce, $2,850,000 for MIND Center, and $1,391,750 for Children's Safe Center at Blair E. Batson Hospital.

Prohibits Medical Center from providing medical services to state agencies or political subdivisions without reimbursement, with invoices due within 90 days or services will be discontinued.

Takes effect July 1, 2019.
