Appropriates $6,412,142.00 from the State General Fund for Alcorn State University Agricultural Programs for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes $19,322.00 in special source funds for the same programs, derived from the Education Enhancement Fund.

Allocates $50,522.00 of general funds for employee pay raises not to exceed two percent.

Designates $185,000.00 of the appropriated funds specifically for the Aquaculture Research Facility.

Prohibits use of general funds to replace withdrawn federal or special funds previously used for salaries and requires compliance with state spending limitations.
