Appropriates $22,172,749 from the State General Fund for the Mississippi Agricultural and Forestry Experiment Station for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes $10,235,181 in special source funds for the station's operations, with $1,165,578 derived from the Education Enhancement Fund.

Prohibits general funds from replacing federal or special funds previously used for salaries, and requires special source funds used to match federal grants to be reported under Section 2 accounts.

Establishes performance targets for three research areas: Plant Systems (50.12 scientist FTE, 182 publications), Animal Systems (26.41 scientist FTE, 127 publications), and Health & Sustainable Communities (47.23 scientist FTE, 343 publications).

Takes effect July 1, 2019, and requires the agency to submit 2021 budget requests in a format comparable to the 2020 request process.
