Appropriates $29,364,252.00 from the State General Fund for the Mississippi Cooperative Extension Service for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes $14,603,305.00 in special source funds for the Extension Service, including $975,245.00 from the Education Enhancement Fund.

Requires the Extension Service to provide programs in Agriculture, Family and Consumer Education, Natural Resources and Environment, 4-H, and Business and Community Development in each county.

Establishes performance targets for fiscal year 2020 including 223,200 direct agricultural education contacts, 20,000 family and consumer education contacts, 8,000 4-H youth contacts, and 158,100 natural resources and environment contacts.

Prohibits use of appropriated funds to replace withdrawn federal or special funds for salaries and restricts attorney fee payments to pre-authorized counsel.
