Appropriates $5,545,428.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operation and maintenance of the Forest and Wildlife Research Center for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes expenditure of $1,164,064.00 from special source funds collected for the Forest and Wildlife Research Center during the same fiscal year.

Designates $253,005.00 of the special source funds from the Education Enhancement Fund pursuant to Mississippi Code Sections 27-65-75 and 27-67-31.

Prohibits general funds from replacing withdrawn federal or special funds used for salaries and requires special source funds used to match federal or research grants be reported to the legislature.

Requires the agency's Fiscal Year 2021 budget request be submitted with comparable format and detail as the Fiscal Year 2020 request and takes effect July 1, 2019.
