Appropriates $17,555,250.00 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for operation of the College of Veterinary Medicine at Mississippi State University for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes expenditure of $24,328,657.00 from special source funds collected for the College of Veterinary Medicine for the same fiscal year.

Allocates $552,920.00 of special source funds from the Education Enhancement Fund derived from specific sections of Mississippi Code.

Designates $125,000.00 for testing, programming, and personnel expenses related to Chronic Wasting Disease.

Establishes performance targets for the college including 95% pass rate for DVM students on NAVLE exam, 95% employment rate for graduates within 12 months, $5.5 million in grants/contracts awarded, and specific metrics for Animal Health Center visits and diagnostic lab accessions.
