Appropriates $6,242,233.00 from the State General Fund and $122,059,613.00 from the State Treasury to the Mississippi Community College Board for administrative expenses for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Appropriates $574,386.00 to the Commission on Proprietary School and College Registration for regulation and administration of the Mississippi Proprietary School and College Registration Law.

Authorizes 52 permanent full-time positions and 29 time-limited full-time positions for the Mississippi Community College Board.

Allocates $50,831,802.00 for Workforce Education Program and Industrial Training, $28,000,000.00 from the Workforce Enhancement Training Fund, $30,000,000.00 for postsecondary career and technical education, and $1,107,000.00 for dual enrollment in practical nursing programs.

Provides $542,459.00 for the Greenville Higher Education Center and $37,626.00 for geospatial site licenses.
