Appropriates $148,393,698.00 from the State General Fund and $45,481,356.00 from the Education Enhancement Fund to support 15 public community and junior colleges for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Distributes funds based on full-time equivalency (FTE) enrollment with weighted formulas: base funding at 15% of prior year appropriation, plus academic (1.0), technical (1.0), career (1.0), nursing (1.19), and allied health (1.19) program weights.

Appropriates additional funds for life and health insurance ($23,888,400.00 plus $560,000.00), workforce development ($6,750,000.00), sign language interpreter training ($179,050.00), education technology ($7,099,160.00), nursing and allied health programs ($2,556,922.00), dropout recovery initiatives ($3,000,000.00), and capital expenses ($7,342,500.00 plus $657,500.00 for technology upgrades).

Establishes performance targets for fiscal year 2020 including degree awards per FTE (30.90%), student success rate (56.86%), career/technical graduate job placement (91.69%), and nursing licensure exam pass rate (99.66%).

Specifies that funds may not be used for employees serving in the Mississippi Legislature and requires colleges to maintain detailed accounting records comparable to fiscal year 2019 standards.
