Appropriates $3,813,870.00 from the State General Fund and $27,649,271.00 from special funds to the Mississippi Emergency Management Agency for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 123 permanent full-time and 32 time-limited full-time positions for the agency, with up to 3% pay increase to the Variable Compensation Plan for eligible employees.

Appropriates an additional $585,056.00 in general funds and $469,446,217.00 in special funds for disaster assistance programs including public assistance, individual and family grants, and mitigation programs for multiple declared disasters.

Directs the agency to maintain at least 9 Area Coordinators residing within 50 miles of their assigned districts and establishes performance targets for emergency management preparedness, recovery, and mitigation activities.

Allows the Executive Director to transfer up to $500,000.00 between fund categories for efficient cash management with prior notification to the Legislative Budget Office and Department of Finance and Administration.
