Appropriates $8,037,489.00 from the State General Fund for Mississippi National Guard general operating expenses for fiscal year 2020 (July 1, 2019 - June 30, 2020)

Appropriates $136,419,313.00 from special funds including Camp Shelby Timber Fund, Army National Guard Programs Fund, Camp Shelby Base Operations Fund, and Air National Guard Programs Fund

Authorizes 889 full-time permanent positions and 27 full-time time-limited positions for the Mississippi National Guard

Allocates $1,928,075.00 for Youth Challenge Program at Camp Shelby, $658,805.00 for Armed Forces Military Museum, $300,000.00 for Sonny Montgomery Center for America's Veterans at Mississippi State University, and $10,000.00 for Youth Challenge Program uniforms

Prohibits use of General Funds for reimbursing National Guard members' training costs; requires federal funds to cover per diems and travel expenses
