Appropriates $96,145,158.00 in General Funds and $112,896,442.00 in Special Funds to the Mississippi Department of Public Safety for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Allocates funding across six divisions: Mississippi Highway Safety Patrol ($120.2 million), Law Enforcement Officers' Training Academy ($2.0 million), Office of Support Services ($9.2 million), Office of Forensics Laboratories ($13.4 million), Office of Public Safety Planning ($30.5 million), Office of Homeland Security ($19.0 million), and Bureau of Narcotics ($14.7 million).

Authorizes 1,441 permanent full-time positions and 77 time-limited positions across all divisions, with up to 3% pay increases for full-time employees and $1,000 annual clothing allowance for nonuniform sworn officers.

Establishes performance targets for enforcement (citations, fatalities, DUI arrests), driver services (licenses issued, wait times), forensic analysis (cases, testimonies), drug enforcement (arrests, cases prosecuted), and training academy operations.

Provides $4.3 million for court assessment-supported programs including Crime Stoppers, forensic labs, and law enforcement training; authorizes $250,000 for a statewide Human Trafficking Coordinator and $4.5 million for a Highway Patrol Trooper School.
