Appropriates $523,677.00 from the State General Fund to defray expenses of the Board of Tax Appeals for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 6 permanent full-time positions for the Board of Tax Appeals.

Provides up to 3% pay increase to the realignment component of the Variable Compensation Plan for all full-time employees, excluding agency heads and board members.

Requires the State Personnel Board to ensure fiscal year 2021 personal services funds do not exceed fiscal year 2020 appropriated levels unless new programs or positions are added by the Legislature.

Takes effect July 1, 2019.
