Appropriates $225,410,848.00 to the Office of State Aid Road Construction of the Mississippi Department of Transportation for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 54 permanent full-time positions and provides up to 3% pay increase to the realignment component of the Variable Compensation Plan for all full-time employees.

Authorizes up to $30,000,000 from appropriated funds for replacement of structurally deficient bridges under the Local System Bridge Program (LSBP).

Establishes performance measures and targets for FY2020 including administrative costs, project completion rates, bridge replacements, and fund allocation benchmarks to counties.

Requires notification to state legislators of project awards in their districts and mandates signage on publicly funded projects stating "Funds were made available for this project by the Mississippi State Legislature."
