Appropriates $1,112,238.00 in special funds to the Mississippi State Board of Dental Examiners for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 9 permanent full-time positions for the board with funds provided for up to a 3% pay increase to the Variable Compensation Plan's realignment component for all full-time employees.

Allocates not more than $27,000.00 of the appropriated funds to the Mississippi Board of Pharmacy to cover Mississippi Prescription Monitoring Program expenses.

Restricts the agency from exceeding Fiscal Year 2020 personal services appropriations in FY2021 unless new programs or positions are added by the Legislature.

Requires preference be given to Mississippi Industries for the Blind when bids are equal in price, quality, and service, and effective July 1, 2019.
