Appropriates $296,934.00 in special funds to the State Board of Funeral Services for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 2 permanent full-time positions for the agency.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2019, and submit fiscal year 2021 budget requests in comparable format.

Restricts the agency from exceeding the fiscal year 2020 personal services appropriation level in fiscal year 2021 unless new programs or positions are added by the legislature.

Establishes preference for Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service.
