Appropriates $189,467.00 from the State Board of Massage Therapy Fund to the Mississippi State Board of Massage Therapy for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Requires the Board to maintain complete accounting and personnel records in the same format and level of detail as fiscal year 2019, and submit fiscal year 2021 budget requests in comparable format.

Directs the agency to give preference to Mississippi Industries for the Blind when two or more bids are received with equal price, quality, and service, and in non-competitive purchases.

Provides that funds be paid by the State Treasurer upon warrants issued by the State Fiscal Officer based on proper requisitions.

Takes effect July 1, 2019.
