Appropriates $2,995,011.00 in special funds to the Mississippi State Board of Pharmacy for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 17 permanent full-time positions for the Board of Pharmacy.

Establishes performance targets for FY2020 including 100% licensure issuance within 10 business days, 100% renewal issuance within 2 business days, and registration targets of 99% for physicians and 95% for APRNs and pharmacists in the Prescription Monitoring Program.

Restricts Personal Services fund increases in FY2021 to the FY2020 appropriated level unless new programs or positions are added by the Legislature, with oversight by the State Personnel Board and Department of Finance and Administration.

Authorizes the Board of Pharmacy to accept and expend funds from other state agencies to support the Prescription Monitoring Program operations.
