Appropriates $189,924.00 in special funds to the Mississippi State Board of Examiners for Licensed Professional Counselors for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 1 permanent full-time position to be funded from the appropriated amount.

Requires the board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2019, and submit fiscal year 2021 budget requests in comparable format.

Mandates preference be given to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service, or when purchases are made without competitive bids.

Effective July 1, 2019, with funds paid by State Treasurer upon warrants issued by State Fiscal Officer in accordance with Mississippi Code Section 27-104-25.
