Appropriates $197,350.00 in special funds to the Mississippi State Board of Veterinary Examiners for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Requires the Board to maintain complete accounting and personnel records in the same format and level of detail as fiscal year 2019.

Mandates that the Board's fiscal year 2021 budget request be submitted to the Joint Legislative Budget Committee in comparable format and detail to the fiscal year 2020 request.

Directs the Board to give preference to Mississippi Industries for the Blind when multiple equal bids are received or when making non-competitive purchases.

Takes effect July 1, 2019.
