Appropriates $8,436,223 from the State General Fund and $766,211 from a special fund to the Mississippi Gaming Commission for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 127 permanent full-time positions for the Gaming Commission and provides up to 3% pay increases to the realignment component of the Variable Compensation Plan for all full-time employees.

Restricts FY2021 personal services funds to not exceed FY2020 levels unless new programs or positions are added by the Legislature, with the State Personnel Board enforcing this restriction.

Designates special fund portions for law enforcement resources from forfeited property seizures and for investigation, permitting, inter-agency fees, and fingerprint analysis by the Department of Public Safety.

Establishes performance targets for the Gaming Commission including annual state riverboat gaming revenues of $2,169,380,793, regulation of 28 casinos, processing 50 bingo applications, and regulating 68 bingo halls.
