Appropriates $354,902.00 in special funds to the State Board of Architecture and Landscape Architecture Advisory Committee for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 2 permanent full-time positions to be funded under this appropriation.

Requires the agency to maintain accounting and personnel records in the same format and detail as fiscal year 2019, and submit fiscal year 2021 budget requests in comparable format.

Mandates that the State Personnel Board determine projected annual costs for authorized positions and prevents personnel actions that would exceed the fiscal year 2020 "Personal Services" appropriation level when annualized, except for escalated funds and benchmark awards.

Establishes procurement preference for Mississippi Industries for the Blind when bids are equal in price, quality, and service, and requires compliance with Mississippi Code Section 27-104-25 regarding expenditure limitations.
