Appropriates $132,007.00 to the Mississippi Board of Registered Professional Geologists for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes one permanent full-time position funded by the appropriation.

Requires the agency to ensure Fiscal Year 2021 personal services funds do not exceed Fiscal Year 2020 levels unless new programs or positions are added by the Legislature.

Mandates preference be given to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids received.

Takes effect July 1, 2019.
