Appropriates $380,912.00 from special funds in the State Treasury to the Mississippi Motor Vehicle Commission for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 3 permanent full-time positions for the Commission.

Requires the agency to ensure that fiscal year 2021 personal services funds do not exceed fiscal year 2020 levels unless new programs or positions are added by the Legislature.

Directs the State Personnel Board to prevent personnel actions that would exceed projected annual costs or appropriated personal services levels without prior approval from the Department of Finance and Administration.

Requires expenditures to comply with Section 27-104-25 of Mississippi Code and grants preference to Mississippi Industries for the Blind in competitive bidding situations.
