Appropriates $625,842.00 in special funds to the Mississippi State Board of Public Accountancy for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 5 permanent full-time positions for the agency.

Restricts the agency from increasing "Personal Services" appropriations for fiscal year 2021 beyond fiscal year 2020 levels unless the Legislature adds new programs or positions.

Requires the State Personnel Board to establish and publish projected annual costs for all appropriated positions and prohibits any personnel actions that would exceed these projections without reducing other costs.

Effective July 1, 2019.
