Appropriates $4,041,914.00 from the State Treasury to the Mississippi State Board of Public Contractors for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 16 permanent full-time positions for the board with no part-time or time-limited positions.

Allocates up to $2,300,000.00 for enforcement activities, private collection firm services, and administrative costs related to collections, subject to performance audit if requested by Appropriations Committee chairs.

Restricts personal services funding for fiscal year 2021 to not exceed fiscal year 2020 levels unless the Legislature adds new programs or positions.

Requires the State Board of Contractors to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids or without competitive bidding.
