Appropriates $7,461,254.00 from the State General Fund to the Mississippi Department of Agriculture and Commerce for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes $9,267,529.00 in special source funds for the department, including revenue from the Market Bulletin subscription fees and Mississippi Agriculture and Forestry Museum admission fees.

Appropriates $1,100,000.00 for the Beaver Control Program, with $650,000.00 from the Department of Transportation and private fees, and $200,000.00 from the State Forestry Commission.

Authorizes 230 permanent full-time positions, 2 permanent part-time positions, 19 time-limited full-time positions, and provides up to 3% pay increases to all full-time employees for the realignment component of the Variable Compensation Plan.

Establishes performance targets for fiscal year 2020 across multiple areas including pesticide inspections, food sanitation, museum attendance, retail motor fuel device inspections, and seed testing lab operations.
