Appropriates $74,805.00 from the Special Fund in the State Treasury to the Mississippi Egg Marketing Board for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Requires the agency to give preference to Mississippi Industries for the Blind when two or more equal bids are received for commodities or equipment, or when purchases are made without competitive bidding.

Mandates compliance with Mississippi Code Section 27-104-25, prohibiting state agencies from incurring obligations exceeding their appropriation, with responsible officers held personally liable for violations.

Directs the State Treasurer to disburse appropriated funds on warrants issued by the State Fiscal Officer upon proper requisitions.

Takes effect July 1, 2019.
