Appropriates $5,773,593.00 in special funds to the Mississippi Fair Commission for fiscal year 2020 (July 1, 2019 - June 30, 2020) to cover expenses for the Fair Commission, Livestock Coliseum, Industrial Showcase, and Trade Mart Building.

Authorizes 15 permanent full-time positions and 40 part-time positions for the agency.

Provides up to 3% pay increase to the realignment component of the Variable Compensation Plan for all full-time employees, excluding agency heads and board/commission members.

Grants the Mississippi Fair Commission authority to enter into multiyear contracts for advertising signage on commission property, with all proceeds retained by the commission for marketing and youth livestock show support.

Requires all contracts for operations, maintenance, services, commodities, concessions, and catering to comply with Mississippi Code procurement sections and prohibits contracts exceeding three years.
