Appropriates $11,100,079.00 in special funds to the State Department of Banking and Consumer Finance for fiscal year 2020 (July 1, 2019 - June 30, 2020)

Authorizes 86 permanent full-time positions for the department with no part-time or time-limited positions

Requires the agency to ensure Fiscal Year 2021 "Personal Services" funding does not exceed Fiscal Year 2020 levels unless new programs or positions are added by the Legislature

Mandates the State Personnel Board determine projected annual costs for all appropriated positions and prevent personnel actions that would exceed this projected cost or appropriated levels

Requires the department to maintain complete accounting and personnel records in the same format and detail as Fiscal Year 2019 and submit Fiscal Year 2021 budget requests in comparable format
