Appropriates $40,272,111.00 from the State General Fund and $60,739,528.00 from the State Treasury to the Department of Finance and Administration for fiscal year 2020 (July 1, 2019 - June 30, 2020), authorizing 505 permanent full-time and 3 part-time positions.

Appropriates $6,549,647.00 from the Tort Claims Trust Fund for the Tort Claims Board and $49,365.00 total for the Mississippi Commission on the Status of Women, with 8 permanent full-time positions authorized for the Tort Claims Board and 1 for the Commission.

Allocates $16,429,000.00 from the 2018 Transportation and Infrastructure Improvements Fund for various local infrastructure projects including road repairs, bridge improvements, and utility upgrades across multiple Mississippi cities and counties.

Allocates $12,473,340.00 from the Capital Expense Fund for education scholarships ($2,000,000), state park improvements, library repairs, historical preservation, school district projects, and pharmaceutical research at the University of Mississippi.

Authorizes up to 3% pay increases for full-time employees, technology upgrades with documented savings, Capitol Police funding of $397,000.00, and state property insurance expenses totaling $7,350,000.00; takes effect July 1, 2019.
