Appropriates $2,719,105.00 from the State General Fund for the Governor's office, staff, and Governor's Mansion expenses for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Appropriates an additional $603,039.00 from the State Treasury to the credit of the Governor's office for the same fiscal year.

Authorizes 38 permanent full-time positions, 1 permanent part-time position, and 7 time-limited full-time positions for the Executive Department.

Requires the Executive Department to maintain accounting and personnel records in the same format and level of detail as Fiscal Year 2019 and directs the agency to submit the Fiscal Year 2021 budget request in comparable format and detail.

Gives preference to Mississippi Industries for the Blind when purchasing commodities or equipment if multiple bids are equal in price, quality, and service, or when purchases are made without competitive bids.
