Appropriates $27,834,177.00 from the State General Fund to the Mississippi Department of Information Technology Services for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Appropriates an additional $20,570,031.00 from special funds collected by the department to cover costs of telecommunications services, data center services, and other IT services provided to state agencies.

Authorizes 140 permanent full-time positions for the Department of Information Technology Services and provides for up to 3% pay increases for full-time employees under the Variable Compensation Plan.

Appropriates $10,639,874.00 from the State General Fund to the Wireless Communication Commission with 10 authorized permanent full-time positions and requires compliance with state procurement and bid laws.

Establishes restrictions on fund use, including prohibiting payments to legislators and WCC members, and mandates that personal services costs for fiscal year 2021 cannot exceed fiscal year 2020 appropriations unless new programs are added by the Legislature.
