Appropriates $4,260,238.00 from the State General Fund to the State Personnel Board for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes $16,500.00 in special source funds from the Capital Expense Fund to replace out-of-warranty equipment.

Authorizes 42 permanent full-time positions and 3 permanent part-time positions for the State Personnel Board.

Provides up to a 3% pay increase to the realignment component of the Variable Compensation Plan for all full-time employees, excluding agency heads and board/commission members.

Requires the State Personnel Board to maintain complete accounting and personnel records and prohibits use of general funds to replace withdrawn federal or special funds previously used for salaries.
