Appropriates $13,462,659.00 from the State General Fund to the Office of the Secretary of State for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes $19,973,541.00 in special source funds for the Secretary of State, including $1,750,000.00 for the Land Records Maintenance Fund, $1,500,000.00 for the Elections Support Fund, and up to $11,740,000.00 from the Public Trust Tidelands Fund to transfer to the Department of Marine Resources.

Authorizes 98 permanent full-time positions and 13 time-limited full-time positions for the agency.

Provides up to 3% pay increase to the realignment component of the Variable Compensation Plan for all full-time employees, excluding agency heads and board/commission members.

Establishes performance targets for fiscal year 2020 including 92% phone call answer rate, 11 million website visits, and 500 tax-forfeited properties sold; requires agency reporting on achievement of these targets in the fiscal year 2021 budget request.
