Appropriates $21,517,776.00 from the State General Fund and $143,289,623.00 from the State Treasury to the Mississippi Development Authority for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes 212 permanent full-time positions, 2 permanent part-time positions, 56 time-limited full-time positions, and 0 time-limited part-time positions; provides up to 3% pay increase to the realignment component of the Variable Compensation Plan for full-time employees.

Establishes performance measure targets including 1,250 national recruitment contacts, 1,800 international investment contracts, 24.7 million annual visitors, and $6.66 billion in travel revenue.

Allocates $4,876,298.00 for Mississippi Tourism Advertising and Promotion (including $299,000.00 for Tourism Grant Development Awards), $800,000.00 from the Department of Transportation for welcome centers, and $500,000.00 to Innovate Mississippi.

Reappropriates $786,269.00 for Greenville Airport capital projects and $510,106.00 for Air Service Development Act; allocates capital funds for heritage areas ($100,000.00 each), Skills Foundation ($500,000.00), and National Diabetes and Obesity Research Center ($1,500,000.00).
