Authorizes $85,382,500 in state general obligation bonds for capital improvements at Mississippi's public universities, including $12,000,000 for UMMC's Blair E. Batson Children's Hospital, $13,300,000 for University of Southern Mississippi, and $10,320,000 for Mississippi State University, among others.

Authorizes $38,600,000 in bonds for state agency capital improvements, including $11,000,000 for the State Fire Academy, $4,000,000 each for the Department of Corrections, Department of Mental Health, and Department of Wildlife, Fisheries and Parks, and $11,350,000 for the Department of Finance and Administration.

Authorizes $25,000,000 in bonds for capital improvements across Mississippi's 15 community and junior colleges, and authorizes dozens of smaller bond issuances totaling tens of millions for local infrastructure projects statewide, including road repairs, courthouse renovations, water/sewer improvements, workforce training centers, and park upgrades in numerous counties and municipalities.

Authorizes $16,000,000 in bonds for a new veterans' nursing home in Harrison County, $5,000,000 for the Mississippi Community Heritage Preservation Grant Fund, $5,000,000 for the Small Municipalities and Limited Population Counties Fund, $4,000,000 for the Mississippi Aquarium in Gulfport, and $3,000,000 for watershed repair and rehabilitation.

Increases the Local Governments and Rural Water Systems Improvements Revolving Loan Fund bond cap from $32,843,000 to $33,843,000, amends the 2018 Transportation and Infrastructure Improvements Fund to clarify project descriptions in multiple counties, and establishes a program allowing up to $100,000 in emergency debt to maintain national parks during federal government shutdowns.
