Authorizes the City of Clarksdale, Mississippi to levy an additional ad valorem tax not to exceed 14 mills on all taxable property within the city.

Tax revenue must be used for capital improvements including street/sidewalk construction, utility system repairs and extensions, bridge construction, and sanitation/drainage system improvements.

A city election must be held before the tax can be imposed, with at least 60% of qualified electors voting in favor for approval; notice must be published for three consecutive weeks with first publication at least 21 days before election.

Tax receipts and expenditures must be accounted for separately from the general fund, placed in a dedicated special fund, and audited annually by an independent certified public accountant.
