Authorizes the City of Okolona to establish, acquire, and wholly or partially own broadband affiliates to provide broadband services using its electric power delivery system in Chickasaw, Monroe, Lee, and Clay Counties.

Allows broadband affiliates or unaffiliated broadband operators to own, construct, maintain, and operate broadband systems on the city's electric delivery infrastructure with the city's permission and discretion over access rights.

Requires the City of Okolona to conduct an economic feasibility study and adopt a service plan covering its entire certificated area before offering broadband services, with the study available to electric customers upon request.

Prohibits the city from charging affiliates less than unaffiliated entities for the same services, using electric revenue to subsidize broadband, requiring broadband purchase as a condition of electric service, or disconnecting electric service for unpaid broadband bills.

Exempts broadband system use from being considered an additional burden on real property and does not require consent from property owners or interest holders for the city to grant broadband use of its electric delivery system.
