Authorizes the City of Gautier to acquire, develop, and enter into long-term agreements for the 88-acre Singing River Mall site through purchase, lease, or other means

Empowers the city to negotiate and execute contracts with developers for construction, development, management, operation, and ownership of retail stores, hotels, offices, medical facilities, residential properties, and related uses

Permits the city to sell, lease, or dispose of the site and improvements for up to 75 years on terms deemed necessary, including consideration below fair market value if the city finds the development will create economic growth and community benefits

Authorizes the city to issue bonds for project financing that shall not constitute city indebtedness under state constitutional or statutory debt limitations

Provides that this act serves as complete authority for the granted powers and is supplemental to existing state law
